Mental Health & Disability Services
North Iowa Regional Services
North Iowa Regional Services provide behavioral health services across Iowa. Our facility offers four separate programs, serving youth and adults experiencing a crisis or a decreased level of functioning due to a mental health condition as well as our juvenile detention center. We also provide transportation services including both secured and unsecured vehicles.
Collaborative Individual & Community Supports (CICS)
As a Disability Access Point (DAP) they help people with disabilities, their families, and their caregivers find the services and support they need—both short-term and long-term. They help give people information, provide referrals and plans, and check in to make sure Iowans are getting the right support to live a healthy, independent life.

Northeast Iowa Community Action
Northeast Iowa Community Action Corporation (NEICAC) serves low-income individuals and families in the counties of: Allamakee, Bremer, Chickasaw, Clayton, Fayette, Howard and Winneshiek in northeast Iowa.
NEICAC operates a large variety of programs through its seven county service area. Some, but not all, of these programs are: Early Childhood Education (Head Start & Early Head Start), Housing, Family Services, EARL Public Transit, and Energy Assistance.
North Iowa Community Action Organization
North Iowa Community Action Organization serves Butler, Cerro Gordo, Floyd, Franklin, Hancock, Kossuth, Mitchell, Winnebago, and Worth in northern Iowa.
Operation Threshold
Operation Threshold serves Black Hawk, Buchanan, and Grundy in northeast Iowa. Various assistance programs for individuals and families.
Iowa Northland Regional Housing Authority
Iowa Northland Regional Housing Authority provides housing assistance to low income residents through the management of the Housing Choice Voucher Program – Section 8. This program is income based and the eligibility guidelines are set by HUD.
Waverly-Shell Rock Area United Way
The Waverly-Shell Rock Area United Way improves lives and strengthens the education, income & health of our communities by securing funds and promoting services for those in need Serves Bremer and Eastern Butler County.
Transportation
OnBoard Transit
The Iowa Northland Regional Transit Commission provides transit services within the INRCOG region. All services are open to the general public, including persons with disabilities. In addition to providing transit, RTC is responsible for coordinating transportation in the region.
Non-Emergency Medical Transportation (NEMT)
Iowa Medicaid members and clients with Medicaid Waiver benefits may qualify for non-emergency medical and/or Waiver-approved transportation for non-emergency medical appointments.

Iowa Vocational Rehabilitation Services
Iowa VR is an employment program for individuals who experience a disability. Find your local office on their website.
Iowa Works Center
Serving Black Hawk, Bremer, Buchanan, Butler and Grundy counties. IowaWORKS Centers located throughout the state provide services for individuals and businesses such as career exploration, labor market information, and job fairs.
